Royal BAM Group has been awarded two asphalt maintenance contracts by the municipalities of The Hague and Moerdijk. Together, the agreements represent a maximum value of €96.2 million. The contract in The Hague has an initial term of three years, with the option to extend three times by one year. The Moerdijk contract has an initial term of four years, with the option to extend twice by two years.
BAM will continue to be responsible for asphalt maintenance across the municipality of The Hague in the coming years. As BAM is already carrying out these works, it can immediately build on its extensive knowledge of the city’s road network, local environment and established collaboration with the municipality.
The contract has an estimated value of €61.2 million and covers a comprehensive range of maintenance activities, including asphalt resurfacing, repair works and preventative maintenance. The scope also includes asphalt and foundation investigations, road markings, temporary traffic management measures, traffic marshals, and works in and around tram track zones.
The works will commence after the summer holiday period and will be carried out in a busy urban environment where accessibility, safety and traffic flow require continuous attention. Careful planning and coordination are therefore essential. The municipality assessed the tender based on the entire asphalt value chain, from production and transportation to on-site application, and specifically required the use of Warm Mix Asphalt (WMA) and zero-emission equipment.
The maintenance programme covers locations throughout The Hague, with a strong focus on quality, effective planning and minimising disruption to residents, businesses and road users.
The Municipality of Moerdijk has awarded BAM an asphalt maintenance contract with a maximum value of €35 million. Under the agreement, which will commence in August 2026, BAM and the municipality will work closely together on both the preparation and delivery of maintenance projects.
The framework agreement provides scope for jointly developing technical solutions, planning, risk management, budget control and sustainability measures at an early stage. By bringing together expertise from the outset, projects can be prepared and delivered more efficiently.
In addition, the agreement focuses on reducing environmental impact, further advancing sustainability objectives and fostering a long-term partnership between client and contractor.
Jeroen Wijnen, Director, BAM Infra Nederland: “These contracts align with our focus on maintaining a balanced portfolio of long-term maintenance and renewal programmes for a range of public-sector clients. At the same time, they support our ambition to deliver future-proof infrastructure, where quality, sustainability and careful execution go hand in hand.”
