BAM to build new high-tech pilot plant for photonic chips

BAM is set to construct a new pilot plant for the production of fast and energy-efficient photonic chips at the High Tech Campus. This prestigious project, commissioned by TNO, aims to strengthen Europe’s technological independence in chip manufacturing. Construction will commence in early 2026.

The pilot plant is part of the European PIXEurope project and will serve as a test environment to enable full-scale production of advanced indium phosphide (InP) photonic chips on 6-inch wafers. Photonic chips use light to transmit data quickly and efficiently, improving data centre performance and enabling new generations of smart devices.

By combining research and production, innovative ideas can be transformed into advanced, practical technologies—faster, more energy-efficient, more reliable, and at scale. This initiative reinforces Europe’s position in high-tech manufacturing, stimulates economic growth, and supports the EU’s Chips for Europe programme.

BAM’s expertise in high-tech construction

BAM is responsible for building the facility, including the cleanroom installations, thereby directly contributing to the growth of the Dutch high-tech ecosystem. Peter Smeets, Director of BAM Integrale Projecten Zuid, said: ‘The building imposes exceptional requirements on climate control, vibration-free installations, and cleanroom technology. BAM has extensive experience in these areas through previous projects in the high-tech sector. Integrated Approach to a Stable and Reliable Production Environment

The project will be delivered by BAM using an integrated approach, bringing together multiple areas of expertise. Interflow, a BAM subsidiary, will contribute its long-standing experience in designing and building high-grade cleanrooms—essential for producing photonic chips under highly controlled conditions. BAM Industrie will provide specialist knowledge in High Purity Systems, including ultra-pure gas and liquid installations, which are indispensable for a stable and reliable chip production environment.

The new facility is funded through the EU Chips Act, PhotonDelta, the Ministry of Economic Affairs, the Ministry of Defence, and TNO, and forms part of the European PIXEurope initiative.
