Clearly demonstrating the quality and efficiency of the PFI [Public Finance Initiative] approach to delivering new law and order facilities in the UK, HBG has successfully completed and handed over to the Cheshire Police Authority, on time and to budget, the magnificent complex of buildings that make up their new Constabulary Headquarters and Training Centre at Winsford, Cheshire.
The £32 million [capital build value] project is a 30-year Design, Build, Finance, Operate and Maintain scheme. The PFI consortium is led by HBG Projects whilst HBG Construction have created the buildings and, HBG Facilities Management is providing catering, cleaning and waste management, security and the building and grounds maintenance. Other members of the team include architects Percy Thomas Partnership, Leach Rhodes & Walker and Gilling Dodd, quantity surveyor Turner & Townsend and engineer URS Thorburn Colquhoun.
Situated on part of Woodford Business Park on the outskirts of Winsford, this state of the art police headquarters provides 230,000 sq ft [21,390 sq m] of office space to accommodate some 900 personnel. The complex consists of a three-storey main building with four ‘wings’ around a central open-air courtyard with water features and decking, as well as a 25-room accommodation block and a series of ancillary buildings for vehicle maintenance and other departmental training activities. Extensive sports and recreational facilities are also provided, including a gymnasium, sports hall and a large restaurant.
At the official ‘hand-over’ ceremony on Monday 10 November, Richard Fielder, Director of HBG Projects, gave thanks to all those in HBG and its partners in the Cheshire Police Headquarters team, for delivering the scheme successfully on time and on budget: ‘At a time when PFI has come under some criticism from the national press, it is particularly pleasing for me that this important project has been delivered on time and to budget, clearly demonstrating the efficiency of the process and the quality of the end product. Indeed, only three weeks ago to the day, the HBG team of Projects, Construction and FM, handed over the £30 million Dalkeith Community Schools Campus project for Midlothian Council -–again, on time and to budget. We now look forward to building upon our already strong ties with the Cheshire Police Authority and all personnel attached to this magnificent building in the years to come’.
