BAM re-appointed to Government’s health framework for England

Hemel Hempstead, 29 March 2022 - BAM has been re-appointed to Crown Commercial Service’s (CCS) £9 billion healthcare capital projects framework for England - ProCure23 (P23). P23 is the fourth generation of NHS England and NHS Improvement’s route to market for the provision of design and construction services to NHS capital projects.

P23 supports the public sector to achieve maximum commercial value when procuring common goods and services. In 2020/21, CCS helped the public sector to achieve commercial benefits equal to £2.04 billion - supporting world-class public services that offer best value for taxpayers.

The new commercial agreement recognises the importance of public sector construction as a key driver of economic recovery, providing health bodies in England with a new route to market for construction works and associated services, and helping the UK to build back better. It adopts the principles of the Construction Playbook, rationalising frameworks in an innovative partnership between CCS and NHS England and NHS Improvement.

BAM tendered for, and has been appointed to, Lot 1 (covering three regions – Lot 1.2 North West, Lot 1.6 South East and Lot 1.7 South West - for schemes up to £20 million) and Lot 2 – National Lot (for schemes between £20 million and £70 million) which covers all regions.

NHS England and NHS Improvement leads the NHS in England, sets its strategic direction through the NHS Long Term Plan, and funds key priorities for improvement. P23 is the fourth generation of the ProCure route to market for the provision of design and construction services to NHS capital projects, with an estimated cumulative value of £9bn over its four-year lifespan.

BAM’s healthcare portfolio under the current and foregoing ProCure frameworks already amounts to half a billion pounds of new facilities that help deliver the changing needs of the NHS.

The company’s present portfolio includes modernising the estates of Bristol Royal Infirmary, Leeds NHS Teaching Hospital, Aintree Hospital, Salford Royal Infirmary, the Royal Cornwall Hospital, and Southampton General Hospital. BAM is using digital twin technology and installing healthcare innovations previously unknown outside the UK, placing it firmly at the front of change.

James Wimpenny, Executive Director, Construction for BAM UK and Ireland, said: ‘BAM is well-placed to deliver the Government’s new healthcare estates needs in line with its Construction Playbook so we are really pleased to be re-appointed as one of its trusted partners. We have established ourselves as a leader in digitalisation, delivering net zero carbon schemes and innovative thinking in respect of repeatable design and whole life estate management. We know that we are extending the boundaries of what is possible in construction with every new scheme. Our extensive experience in the healthcare sector includes delivering two NHS Nightingale hospitals and managing facilities at the only one of the eight that went into operation. Our work in the other sectors has included NEC4 Alliance contracts and our energy business is already helping NHS estates achieve cost savings. We look forward keenly to continuing this transformative work with England’s healthcare facilities that benefits patients and the amazing people who look after them.’

Simon Corben, Director of Estates and Facilities and Head of Profession at NHS England and NHS Improvement, said: ‘ProCure23 builds on almost two decades of success of ProCure as a route to market for NHS capital projects. The framework has been split into 3 lots to enable greater reach into all aspects of the NHS's capital requirements including increasing our estate’s capacity through new builds, addressing backlog maintenance, or reconfiguring spaces to better meet the health and care needs of our local communities.’

BAM is also a key player in the healthcare market in Scotland and Wales and has delivered schemes tendered outside of the frameworks.
