HBG Construction has achieved commercial and financial close on the Private Finance Initiative [PFI] project for a new campus for West Lothian College.
The £20 million development will provide the college with state-of-the-art facilities in a series of buildings close to Livingston town centre.
Construction work is set to begin in January 2000 and will be completed by summer 2001. It will provide more than 14,000 m² of new educational facilities arranged around a formal square. These will include four two-storey pavilions, linked in pairs to accommodate administration and industrial training; and four two-storey terraces to cater for general education, business and management, health and social work, engineering, science and technology, and general administration. The focal point of the campus will be a three-storey building accommodating a sports hall, food court, learning resource centre, student common room, crèche and college shop.
The campus is set in extensive rural grounds which are to be developed to provide a campus environmental parkland for the college complete with pedestrian links to the nearby shopping centre.
Architect RMJM will provide all design services for the project. Other contributors include McClure Naismith, responsible for PFI legal negotiation, and financial advisors Deloitte and Touche. Facilities management services will be carried out by Building and Property Ltd. Funding for the project is by the Bank of Scotland with additional funding from the European Regional Development Fund and Lothian and Edinburgh Enterprise Ltd.
